Traffic management plans
City of Whittlesea.

Whittlesea Council wants a traffic management plan for any work in the road reserve, crossovers included. Ours is $350 + GST, back in one business day.

The council rule

Works in Road Reserve Permit

City of Whittlesea requires this permit before any excavation, service installation or construction in a road reserve, which takes in the road, footpath and nature strip. Whoever runs the works must also have an approved traffic management plan, prepared by a qualified and accredited traffic management professional. Council's own template plans are accepted for simple jobs. If the works close a footpath or traffic lane, need traffic controllers, run longer than a week or close the road, the plan has to be prepared for your project.

You need one for

  • · Building a new vehicle crossing (crossover)
  • · Altering, relocating or removing a crossover
  • · Digging up part of a road, nature strip or footpath
  • · Putting out signs or devices for a traffic management plan
  • · Laying instant turf on a nature strip
  • · Pipe and culvert crossings where there's no kerb
  • Apply through Council's online customer portal with a scaled sketch plan of the works. Council's indicative permit fee for a vehicle crossing is $161.75, adjusted each 1 July.
  • Book Council's pre-pour inspection at least 48 hours before pouring a crossover.
  • If the works need a speed reduction, Council also asks for its Memorandum of Authorisation (MOA) form.

Local context

Working in the City of Whittlesea.

Our depot is on Scanlon Drive in Epping, inside the City of Whittlesea, so a Whittlesea job is on our doorstep. Across the municipality, from established streets in Lalor and Thomastown to the growth suburbs of Mernda, Doreen and Wollert, the everyday jobs are new crossovers, service connections across the nature strip, and concrete pours or deliveries that take over the footpath for a day. Each one is work in the road reserve, so each needs Council's permit and a traffic management plan.

For a crossover, Council's Asset Protection Team approves the location and the crossover is built to Council's standard drawings. It has to sit at least 6 metres from the tangent point of an intersection, and at least 1 metre from pits, poles and signs (2.5 metres from street trees). Our plan sets out how the footpath, nature strip and traffic are managed while that work happens.

FAQ

City of Whittlesea — frequently asked.

Do I need a traffic management plan to build a crossover in Whittlesea?
Yes. A new, altered or removed crossover needs a Works in Road Reserve Permit, and Council requires an approved traffic management plan for any work in the road reserve. Council's template plans are accepted for simple jobs; if the works close the footpath, need traffic controllers or run longer than a week, the plan has to be prepared for your project. Ours is a fixed $350 + GST, back within one business day, and for an extra $80 + GST we fill in the Council paperwork so you only need to lodge it.
Who can prepare the plan?
Council asks for a plan prepared by a qualified and accredited traffic management professional. MLA Traffic is on the VicRoads pre-qualification register for Traffic Management Design, Categories 1 and 2, and our depot is in Epping.
Is the Asset Protection Permit the same thing?
No. Whittlesea's Asset Protection Permit is for building works, such as a new house, extension, demolition or pool, and protects Council assets like the footpath and crossover outside your block. Work in the road reserve itself, including building the crossover, needs the Works in Road Reserve Permit and a traffic management plan.
What if my site is on Plenty Road, High Street or Epping Road?
Those are arterial roads managed by the Department of Transport and Planning (DTP), so works on them go through DTP, not just Council. Our crossover plan is still $350 + GST. Send us the address and we'll confirm which approvals your job needs. We prepare plans and handle permits for both.
Can you set up the signs as well?
Yes. Council expects the people putting out the plan's signs and devices to be qualified, and to set them up and pack them away each day. Our crews do that, along with traffic controllers if the plan needs them, quoted separately.
