Traffic management plans
Cardinia Shire.
Cardinia Shire must approve a traffic management plan before any works on a road, street, lane or footpath. Ours is $350 + GST, back in one business day.
The council rule
Traffic management plan approval
Cardinia Shire says anyone working on a road, street, lane or footpath needs a Works Within a Road Reserve permit and must submit a traffic management plan for Council's approval before works start. The plan must be prepared by a professional traffic consultant or company, to AS 1742.3.
You need one for
- · Temporary changes to traffic
- · Road or footpath closures
- · Detours
- · Reduced speed zones
- · Any other impact on how people use the road
- Council doesn't charge for traffic management plan submissions. It allows up to 20 business days to respond and aims to respond within a week.
- Send the plan, including after-care, with the worksite hazard assessment checklist from the Code of Practice.
- Works on arterial roads managed by the Department of Transport and Planning need DTP's consent too, and major traffic control devices need a DTP Memorandum of Authorisation (MOA).

The council rule
Works Within a Road Reserve permit
Council needs this permit for any work in the road reserve. A crossover has to be built by a qualified contractor with $20 million public liability insurance, who must return Council's infrastructure to its original condition: Council says you can't do it yourself.
You need one for
- · Building a new crossover
- · Changing an existing crossover
- · Adding an additional crossover
- · Connecting to Council drainage on your property
- · Modifying a Council stormwater pit
- · Footpath and kerb works related to your crossover
- The 2026–27 fee is $160.60. Council allows up to 28 business days to issue it, and the permit lasts 6 months (it can be extended for 3).

Local context
Working in the Cardinia Shire.
Cardinia Shire runs from the Pakenham and Officer growth area out to Emerald, Gembrook, Koo Wee Rup and Lang Lang. In the new estates around Pakenham and Officer, the everyday jobs are crossovers, service connections and footpath works. Each one is work in the road reserve, so it needs Council's permit, and if it affects the road or footpath, a traffic management plan that Council has approved.
Council takes up to 28 business days to issue a road reserve permit and up to 20 to respond to a traffic management plan, so start early. The plan is free to submit; it just has to come from a professional traffic company.

FAQ
Cardinia Shire — frequently asked.
- Do I need a traffic management plan in Cardinia Shire?
- If your works are on a road, street, lane or footpath and affect how people use it (a closure, a detour, a lower speed limit or any other temporary change), Council has to approve a traffic management plan before you start. Ours is a fixed $350 + GST, back within one business day, and for an extra $80 + GST we fill in the Council paperwork so you only need to lodge it.
- Who can prepare the plan?
- Council says it must be prepared by a professional traffic consultant or company, to AS 1742.3. MLA Traffic is on the VicRoads pre-qualification register for Traffic Management Design, Categories 1 and 2.
- How long does Council take?
- Up to 20 business days for the traffic management plan, though Council aims to respond within a week, and up to 28 business days for a Works Within a Road Reserve permit. Allow for both before your start date.
- What if my site is on the Princes Highway or South Gippsland Highway?
- Those are arterial roads managed by the Department of Transport and Planning (DTP), so works on them need DTP's consent as well as Council's. Our crossover plan is still $350 + GST. Send us the address and we'll confirm which approvals your job needs. We prepare plans and handle permits for both.
- Can you set up the traffic management on the day?
- Yes. Our crews can put out the signs and devices the plan shows, supply traffic controllers if it needs them, and set up any after-care overnight, quoted separately.
