Traffic management plans
City of Maroondah.

Maroondah Council needs a traffic management plan for works on its roads, footpaths and nature strips. Ours is $350 + GST, back in one business day.

The council rule

Temporary Traffic Management (TTM) Permit

Maroondah requires builders and contractors to hold this permit before any works on Council-owned roads, footpaths or nature strips. The application has to include a traffic management plan with a job site risk assessment, plus an after-care plan if anything stays in place while workers are off site, such as barriers around concrete curing overnight. Council checks the plan against the Australian Standards and Austroads guides before it issues the permit, so the plan has to be ready before Council can start its assessment.

You need one for

  • · Vehicle crossings (crossovers)
  • · Road openings
  • · Service connections
  • · Landscaping works
  • · Events that close part of a road or footpath
  • Council aims to assess applications within 10 business days and generally doesn't fast-track them. The clock stops if it needs more information from you.
  • Council's application fee is $303 for 1 to 3 days of works, rising to $1,515 for 31 days or more. The applicant needs $20 million public liability insurance.
  • The permit may need to be activated with Council's Engineering Department by 2pm on the business day before traffic management goes out.
  • On an arterial road, or if you need major traffic control items such as temporary traffic signals, you also need a Memorandum of Authorisation (MOA) from the Department of Transport and Planning.

Local context

Working in the City of Maroondah.

Maroondah takes in Ringwood, Croydon, Heathmont and the suburbs around them, and it asks for a traffic management plan on small residential jobs as well as big ones. Building a crossover, connecting a service across the nature strip or landscaping beside the footpath is work on Council land, so each needs a Temporary Traffic Management Permit, and each permit application needs a plan.

A crossover needs two more approvals on top of that: Council's vehicle crossing consent ($85 to rebuild in the same spot, $169.50 to relocate, widen or add one) and then a vehicle crossing permit ($335). The TTM Permit covers the traffic management while the work happens. Our plan is what goes with that application.

FAQ

City of Maroondah — frequently asked.

Do I need a traffic management plan to build a crossover in Maroondah?
Yes. Works on Council roads, footpaths and nature strips, vehicle crossings included, need a Temporary Traffic Management Permit, and the application has to include a traffic management plan. Ours is a fixed $350 + GST, back within one business day, and for an extra $80 + GST we fill in the Council paperwork so you only need to lodge it.
Can I draw the plan myself?
Council points to the Code of Practice for Worksite Safety, which says plans should be prepared by an experienced traffic engineer, or by someone who has done a traffic management planning course or has at least two years' experience preparing plans. MLA Traffic is on the VicRoads pre-qualification register for Traffic Management Design, Categories 1 and 2.
How long does Council take to issue the permit?
Council aims to assess applications within 10 business days and generally doesn't fast-track them, so allow for that before your start date. The plan has to be in the application, and ours comes back within one business day.
What if my site is on Maroondah Highway or Canterbury Road?
Works on an arterial road also need a Memorandum of Authorisation (MOA) from the Department of Transport and Planning, as well as Council's permit. Our crossover plan is still $350 + GST. Send us the address and we'll confirm which approvals your job needs. We prepare plans and handle permits for both.
Can you set up the traffic management on the day?
Yes. Our crews can put out the signs and devices the plan shows, supply traffic controllers if it needs them, and set up any after-care overnight, quoted separately.
